This project is a new interurban expressway linking Jelapang Interchange at Lekas Expressway and Batu Kawan (Penang Second Bridge). It is proposed under “Built-Operate-Transfer” scheme on privatization project or Private-Finance-Initiative (PFI) concept.
The 116km long expressway project is named as “Jelapang-Selama-Batu Kawan Expressway”, also referred as “JELAS”. The expressway will be designed according to Lembaga Lebuhraya Malaysia (LLM) ‘Interurban Toll Expressway Standard Malaysia’ (ITESM). The expressway will have three lane dual carriageways and will be fully financed by Elaf Bank of Bahrain.
JELAS is aimed to help reduce the daily traffic jam between Ipoh, Selama and Batu Kawan as well as to shorten the distance from north/south to Batu Kawan. This highway will become a new backbone of Northern Perak, Southern Kedah and Penang. Thus, the infrastructure will support to expedite the Industrial and Economic growth, converting the existing agricultural region into a major and fast rapid industrial region such as Kemunting, Sg. Siput. It is estimated that housing development will come after. Simultaneously, a fast traffic growth is converted and will support the infrastructure of the Northern Corridor Economic Region (NCER) as what our Former Prime Minister planned.
